They're acting on orders from the current pope, when he was in a lower power level acting as a pope counselor, he came with this great "solution", authorized it, signed it and ordered to cover up the incidents and move those priests around several places without telling anyone about their past actions.
So I don't think I like much this pope, because of his previous doing in the job.
