It's just a matter of hitting him enough times, about where the first ladder is (the one you can't get up) there's a bit where you can hide out of his line of sight. If you lean out, take a few shots and duck back in quickly enough, he won't have time to pull you in. In terms of weapons, grenades are a good bet, the best gun you're likely to have should be the fast shooting AK74, I just hope you have enough ammo piled up.

But, fighting a later one, it seemed like I could "break free" while up close. I've heard you can do this if you break line-of-site with him (looking away or getting behind something), but I haven't dealt with another one since I've read that.

Is it by any chance the same guy that you meet in X16? That one gave my character double-vision and created that horribly annoying high-frequency sound, I don't think I ever gave him a chance to pull me towards him.

Yup, that's what I did when I first encountered the 'Controller'; once I realised that loss of visual contact will break of the attack, I kept ducking in and out of cover taking snap shots until it goes down.
It doesn't seem to be able to do this trick well if you run in close, so run up to just beyond arm's reach and unload into its head.
Is it me or does the 'Controller' only use the 'brain pull' attack in confined areas. I encountered a few as random respawns on in open territory (only when I abandoned the main questline and wandered around killing & salvaging instead) and it never used that attack on me; however, I get a lot of 'giddy attacks' long before I actually see it whenever I get close to one in open territory.

There is a mod that limits respawn to 1 unit of each type.
It's se_respawn.script, you can edit it manually and replace appropriate lines with this for example:

This line responsible for respawn rate is shown below. But I forgot what you edit in it to fix respawn rate:
idle_time:setHMSms( 0, 0, 0, math.random(self.idle_spawn_min, self.idle_spawn_max)*1000)
AFAIR, you should change it to this:
idle_time:setHMSms( 0, 0, math.random(X, Y)*1000, math.random(self.idle_spawn_min, self.idle_spawn_max)*1000)
where X and Y are time limits in hours between which respawn occurs. F.e. 32 and 64 - it means respawn will happen every 32-64 hours of ingame time.
So, you can use either way to fix respawn, I prefer the first - limitation of respawn objects.
PS: Maybe better to stick recommendations for fixing respawn rate to the top? I see on several forums it's a major problem.

I am doing the second round of arena fights,I have done the three on three,and now the two spetsnatz guys.I sprint up and blast one guy and then run,hide,F6,and go to find the other,the other kills me so I F7 and kill the second,but there is a THIRD who kills me again I hit F7 and I kill #2 guy again and then as i am chaseing the third (or fourth?) I am suddenly back in the lobby with my stuff,I think "whew that was weird" and click to chat with the guy and all of a sudden a spetnatz guy runs outta the door thats always locked,and shoots me...dead.And then jumps over my corpse and runs out the door.
That is wacky spawning!:D

Interesting things you people mention here. That just proves the variety of life this game can have. Perhaps I also begin a new campaign once I finish my first one.

Strange thing indeed, having all those military guys around, but hell, what did you expect after wasting a military patol? ;)
This brings me to another matter though. I've wasted those military buggers at the bridge and there was no retalition, so there.....

In PDA it's written that Spetsnaz units are usually called to perform "payback operations" or something in that sense. So if you waste regular sodiers at the main entrance it's definitely logical it would draw attention of some authorities.
Curiously enough, there was no obvious payback after I killed everyone at the entrance point when I was sent there by trader to steal the documents.
And anybody managed to peacefully pass the bridge by bribing the soldiers ?

I did. The first time I went there I payed them 500 Ru, and they let me through. I mistakenly thought that it would grant me safe passage everytime I wanted to go through, but I was wrong. When I returned a second time they asked me for 500 Ru again. I lost my temper and shot the guy asking for the money in the face with my shotgun, then dropped the other four soldiers (that's when I noticed how smart those guys are... if I just stood there behind a crate, planning my strategy, suddenly two soldiers would appear simultaneously shooting at me, from each side of the crate).
But there was no retaliation then. And what I find stranger now is the presence of the military in the Garbage, since I never saw them there on my first run.
