I'm currently going through my second run of the game, and I have no idea of what happened, but the respawning rate of the enemies has gone absolutely insane in this game, especially when compared to my first game. This time I came across a patrol of three military guys relatively early in the game, near that little base of theirs in the cordon area, and since I wanted to get my hands in one of their weapons as soon as possible, I ambushed them and managed to kill them all thanks to a well placed grenade. This happened relatively close to the control post (close enough that the other soldiers over there were screaming at me, and even trying to shoot me). So now I'm just finding military patrols everywhere, of five or even more men. I'm getting tired of running away all the time, and considering giving up and starting a new game. I'm wondering if this could be a direct consequence of those first three soldiers I killed, since I remember from my first game that when I attacked that base to get something for the trader, he warned me afterwards that there would be consequences of the fact that I killed some of them.
Furthermore, the military now seem to have spread into the Garbage area. It wasn't enough that the respawning of bandits over there is already insane, now I have to deal with the military. As I'm writing this, I've just stopped playing, out of frustration, because I've had a patrol of five soldiers plus three bandits spawn right in front of me, near the passage point from the Garbage to the Cordon area. Has anyone else experienced these insane respawns (actually, has anyone had enemies spawn right in front of their eyes)?

I gave the trader the documents he wanted not long ago, and I gotta say that the fact that the area is full off military guys is pretty annoying because I use that trader's office to store some of my stuff. I haven't tried to kill them yet but I'm pretty sure it'd be a waste of time.
As for the garbage, it is free of military for me. I met occasional bandit on my way to the Duty area but nothing more than that. I just let the dogs kill them for me and then I loot the bodies.
I don't think the respawn rates you are experiencing are normal.
(by the way, in the house where you go from Cordon to the Garbage, 2 or 3 bandits respawned right in front of me, never seen that before)

You could try manually adjusting the respawn rates. Personally, I have never had any problems with the respawning, though at times it did seem a bit over exaggerated.

The Garbage is by far the worst I've seen, but it isn't all that bad if I sneak around and snipe the bastards.
But Cordon having insane respawning seems unusual to me, even after stealing the documents from that military base near the start village.
Manual adjusting seems like the way to go as Steo pointed out above.

That happened to me as well. I returned from the Garbage to Cordon and as soon as the loading finished, I was inside the house with three bandits around me.

I think once I was passing through the Burner-filled tunnel on my way to/fro Yantur when a pair of Snorks materialised outta nowhere about 10 feet in front of me, and me walking straight into their embrace before I realised they were there ...
From then on, every time I approach the tunnel, I will ready my Chaser shotgun just in case ...

I've had experiences with horrible respawns with bandits in the garbage my first game, but not on my current second run-through (not as much, anyways).
After the carpark fight, bandits would contantly respawn, coming from both sides. It happenned so frequently that I wouldn't even have time to loots bodies in between. This would happen every time I was around, so I eventually just sprinted past the area if I ever had to get by.
And on the first runthrough, I did the same thing as you on my first (and second) playthrough. Tossed my single grenade right into the center of the partrol, taking them all out instantly. It was the first attack I had attempted in the game :p
I didn't do it too close to the military's base, but after that a partrol of soldiers came up and attacked the settlement that you start in (happenned both times, but I can't confirm that it was directly related to my initial attack -- they seemed to just be randomly patroling about).

How do you kill that horrible beast that shows up in the underground tunnels near the Agropom institute then (the one who pulls you up close to him)? The only way I can do it is with grenades. Otherwise I just have to run away as fast as I can, and keep away from his line of sight.

Did you try fight it with a powerful weapons like ones that use NATO bullets?
