Basically, in Oblivion you gain a level when you gain 10 skill levels in your major skills. So to put it simply, when all your major skills are maxed out at 100, you are no longer able to gain more levels. Depending on your starting major skills, most properly-made characters normally max out at level 48-52 giving a rough estimate. That is, IF you play the character like mad (I got one who just reached level 40 with normal means after clocking about 98 hours of gametime; he uses stealth extensively so he takes his time about it) or you power level like mad using various means to fast-level your major skills.
My guess is you get confused over all the hype about "efficent leveling" or "maxing out all your attribute multipliers when you level". Please do not worry unduly; with some skill and patience the default difficulty is generally playable with most well thought-out characters without the need for the above two "powergaming" styles, in my opinion. There are supposed some situations which might turn out unreasonably difficult perhaps due to poor scripting by Bethesda. If you are new to the game, do not be afraid to make and lose a few "prototype/test" chars to try out; I ditched my first character early in the main plot at level 11 or so but gained a lot of useful gameplay experience which mostly went into making my third character (the level 40) a very enjoyable and successful one (and I am still loath to retire him even after the main plot because I like the way I played him)
To the best of my knowledge there are the XBox and PC Version. The PC Version also comes on either DVD or Direct2Disk formats; Collecter's Edition includes a few non-game goodies and should be considered similar to the standard DVD version for game purposes. So far Bethesda released one patch for the game.

Is leveling up related to difficulty? I payed absolutely no attention to levels (it's not my thing) and played on a lower difficulty to the norm, and have finished the main storyline, fighter's guild, dark brotherhood, and arena storylines and am still only on level 5.

No, Leveling up your character is dependent on leveling up your selected major skills, which is turn is dependent on how often you successfully use those skills.
However, by turning down your difficulty, you make it easier to win fights (you inflict more damage and take less). This will likely leads to underuse of some of your skills, especially the offensive attack skills (you need less attacks to kill that bandit so you gain less experience), and hence may indirectly reduce your rate of levelling.
If you 'powergame' by intentionally choosing rarely used skills as major skills and instead make extensive use of and levelling-up in your minor skills, you also stunt your rate of levelling compared to the real potential of your character.

leveling does have the advantages of finding better loot and weapons and the baddies you fight are harder at level 54 i find minotaur lords in alot of places and they really forced me to bring up my blade skill, even rats became more of deal since i was primarily an archer mage type character... I like to shoot/shock and hide rather then engage, but after maxing out most things its still a challenge at the normal difficulty setting

so every time i level up, and i get a choice of 3 different skills, its better to pick the skills that have the lower number? Like it ses +4 to strength or intelligence.
Or does it really matter what i choose, just be careful while improving skills?.......like i dont think i hav alchemy as a major so improving my alchemy will not effect my maxed level?
