Honestly, this game must be about ten times harder than Morrowind.
Seems like the developers responded to accusations that Morrowind was too easy by making this completely the opposite.
After having my ass handed to me for the 30th time by the same piffling little goblin shaman (!!) I am not much in the mood to continue.
And why are there so few good weapons in the game? This damn shortsword takes about 30 hits to kill anything, it's like the fork of horripolation BUT WITH EVERY SODDING ENEMY IN THE GAME.

That's weird, because I actually found the game to be too easy - died only once during some 40 hours of gameplay and never had any trouble killing anyone.
It's interesting how for some people the game seems to be way too difficult. It might depending on the character they create. Mage and thief characters struggle to survive, whereas pure warriors (like my redguard blademaster) have a rather easy life.
In your case it might the famous frozen skill bug too.

i've been fine so far as a wood elf thief/agent (treehugger lol). As long as i have enough daylight behind me to run backwards and let loose with the arrows i eventually drop the bad guys.
The assassin and thief quests have been very quick and easy but i have had all sorts of problems mano e mano. There's a few quests when you need to show your face (stripping my sneak-hit bonus) and i have to mash the minor heal spell button and quick load several times.

What level are you, StD?
It's true that at the outset, the game seems balanced for fighter characters. The game gets easier as you get higher level, assuming you level reasonably.
You don't have to get 3 +5s every level to keep up - if you do, in fact, the game will be very easy, as the developers have (intelligently) assumed that most people won't do this. Averaging maybe 9 per level (13 this time, 6 another time), you should be okay. Personally, I write down every skill-up to keep track of my progress, figure out what to up/train, etc.
But I am playing a non-combat character - my only combat main skills were marksman and light armor - and I have yet to find an enemy I simply couldn't beat, with the exception of Umbra at lower levels. The trick is: Have insurance. Up your strength some to get good carring capacity, and keep things.
To put it simpler: you can never have too many health potions. As an alchemist you can make plenty (particularly once you get master, in which case it's one cairne bollette cap = one health potion), and enemies have a much more difficult time killing you when you are regenerating.
For lower level...exploit the fact that the enemy is not as smart as you. When I did my first fort run full of tought goblins, I got them stuck up on a bridge, jumped below them, and filled em full of arrows. Wee.
Also, summons can be a great help.
And finely, you don't have to kill anything. If you need to, sneak by enemies.
If not of this works and it's really bothering you, lower the difficulty. That's what the slider is there for.

Yeah, just lower the difficulty a slight bit. Don't think that it will "ruin" the game or anything. Just raise it back a little if things start to get too easy.
I was having a really hard time a while back when I was around levels 8-15 or so, so I set the difficulty back down to right in the middle (I had raised it to around 3/5 at first). Now things are starting to get a bit easy, so I'll probably nudge it up some to keep the challenge there.

The easy solution to that would be to enchant your weapon with Drain Health+Soul Trap+Weakness to Magic (high magnitude and short duration on all). At normal difficulty you will be able to get most enemies in at most 4 swings, regardless of your skill or the power of the weapon enchanted, if you get 100 magnitude on both Drain & Weakness.
The catch? You need 50 Destruction for Weakness to Magic, 25 Mysticism for Soul Trap and access to the Arcane University to enchant. The last part should be done by anyone not restricted by roleplaying.

I'd say it's easy because the stats go up too fast. Especially sneaking, I'm about 88 at sneaking, when only one of my other stats (Light armour) is above 70.
But in general, the stats have been going up far more quickly than Morrowind, which annoys me because of how long I played Morrowind as my one character, which I doubt I'll be doing in Oblivion now.

I however find the game very easy, to be honest.
I think StrontiumDog must have completely messed up his character by making it too WEAK and SLOW and STUPID.
