Either. You can switch between the two at any time, for both the PC and Xbox version.
The question I am asking is how to enable the third person view mode?
I like playing games that way.

use the TAB key
If you hold it down and move the mouse around you can view the front, top, bottom of your character.
Only rude people look up under the skirts :)

Some games work much better in 3rd person than 1st person. This, I think, isn't one of them. First of all, my Khajit minces like a kangaroo with a bad case of keister itch. The animation is really distracting. Plus, there's no crosshairs, which isn't a big deal for some things, but for highlighting smaller items (like the precious Skooma), it's a pain. The advantage is that you can see something coming up behind you, but that's the only advantage that I can see to 3rd person thus far.

About the only time third person view isn't incredibly obnoxious is when I'm travelling outdoors - seems a bit easier to keep your bearings when the path is harder to see. But fighting or doing anything indoors in third person view is pretty much impossible. So don't get your hopes up too much. Good for checking out your slick duds, though.

With a little fancy work (clenching a pen in my mouth and hitting PrintScreen with it) I managed to get a shot of my archer aiming at a planet with a drawn arrow. Looks damn good. :cool:

I like the Vanity Mode button. My character looks quite slick in his Ebony/Indoril armor combo.

Tried to use the third person, but the lack of crosshair was enough to move back to first person.
Personall I don't like Ist person games.
And yes, the 3rd person is good for making screeshots.

I like using third person view for some combat situations. Sometimes I zigzag bacwards and strike an enemy without giving it a chance to hit back. Third person mode helps me avoid backing myself into a corner.
