I haven't watched the video, which I guess you're referring to, but it means having a hub in the game from which you access other areas, rather than discrete levels/missions.

As with many things, it is both generational and regional. For example, in LA the word heinous, as it is spelled, became sort of popular in the 80s because of the popularity of “Valley-Speak”. It is a surfer thing.
Like gag me with a spoon, fur-sure, not even! Then Canadian slacker speak came on the screen due to SNL... No Way! Way! Party on Garth.
As for heinous, I seem to recall hearing it a lot in old black and white movies. Court room settings... I know it was used in the more recent "My Cousin Vinny"
