Where'd you read this, Lytha? Most quest monsters are levelled too.

To my surprise (there were daedra type monsters outside of it), I was greeted by rats and mudcrabs instead of conjurers and more daedra. Then, I saw someone standing in the last room. Not expecting anything remarkable or even non-hostile, I shot her in the back.
And then, I kinda had a massive problem, and my last save from before I had this place marked on my map was a while back - and I have an obsession about places being marked on my map. What's mapped needs to be explored. So, I had to reload quite a bit... :(

Oh, Umbra. Well, that's another matter entirely.
There is apparently a way to jump onto one of the pillars and kill her without fear of reprisal, mind you. Pity you hadn't quick-saved at all; Umbra is completely non-hostile if the associated quest isn't running and you don't attack. But I guess you know that now... ;)
The Lost Boy Cavern one is simply a consequence of the levelling system, however.

Umbra is really disencouraging. Just across the water from home, directly at a street - and blam, level 50 uberness. Alright, I shouldn't have shot her in the back, but I had bad experiences with approaching humans in dungeons before: "Hi, are you a friendly NPC and do you have a quest for me?" - *Humanoid summons some skeleton or armor and attacks / turns out to be a vampire and gives me the creeps and a vampirism-virus infection*
Yes, I had found that pillar, too. But after 20 minutes of aim&miss, it became apparent that it would be a tedious process with my iron bow and iron arrows (besides, I only had 50-100 arrows with me at that point; I was training my strength and killed monsters with my fine steel short sword.)
And I realized that this couldn't have been "normal", so I rather alt-tabbed and checked UESP instead of hitting her with all my arrows or turning the difficulty all the way down. I'm actually not sure if my level 7 character could actually have defeated Umbra at the lowest difficulty...
I'll visit her again... in a while. All those traps might come in useful.
I still happily walk into whatever mapmarker I find, but if it's in some way awkward I check if it's quest-related or something.
Ah, another weirdness!
- while in Hackdirt, containers and stuff may not be marked with the red icon. But when you pick up the stuff infront of the eyes of the NPCs (for instance: if you loot the chests in the shop while the shopkeeper is glaring at you), they might actually report your action to the authorities, and you get a nasty bounty.

Dar-Ma was the first NPC to react positively on my character (I don't know what the problem was, but everyone else kinda loathed (disposition: <35) my woodelf at the start... might have been the fact that she proudly sported a set of stolen armor from The Best Defense, who knows), so I rushed to the rescue when I heard that she was in trouble.
Last time I was there, a new bunch of those brethren had spawned and then the shopkeeper and the innkeeper kinda ran away into the woods, only because I entered their houses and gave them a glare. I hope some spriggans have eaten them...
Anyway, I had worked with the shopkeeper's disposition before I went for her boxes. She was at around 50-60 before I took those nifty arrows, and then all nasty again. "How dare you steal from me!" The items had a red hand icon -in my inventory- afterwards, IIRC. The boxes didn't, so I thought they were for public access.
The pirates on the Waterfront are kinda possessive about public boxes and barrels in their range of sight as well.

I'm a harmless goodie-two-shoes with 125 fame and only 9 infamy, 1 day in jail for a quill and highest bounty of ~200 (Sanguine), and 0 tresspassings (hah, if they'd only know...) and so I naturally don't know nothing about the pirate ship yet (except that at one point I gave in and visited the DB sanctuary and have now a certain clue about the 2nd objective being related to that ship in some way.) But that was in a different life, before I reloaded the save before my "just testing!"-murder of Eugal Belette... I have murdered again since then (daedric quests for the murderer-count?), but I still ignore that initial DB quest.
Still, there's no reason to go "wah, that's MY box" when I am looting the box near the warehouse and the pirate happens to look at me. They haven't reported such incidents as a crime though.

Without trying to give anything away, one of those boxes plays a part in the quest. ;) They're right to be nervous. :p

One of the first things I did in the game was walk onto that pirate ship, I got some good swords out of it for a level 1 character after the guards butched everyone on the deck.
