Unless you have a bounty on your head you should be able to just walk past them with no problems no matter what time of the day or night it is.
If you do have a bounty on your head go see Armand in Imperial City to pay it off,he's the guy that let you in the thiefs guild and can get your bounty paid off for half of whatever the bounty is.
You should only need to use your sneak for picking pockets,picking locks,sneaking around inside places or past people that you normaly could not get past unless you can sneak past them.
The only reason for using it outside of these cases is to get your sneak level up higher and quicker which works good if you sneak everywhere you go which is what I done and I had my sneak at 100 in no time.

To get rid of a bounty:
1) Let a guard catch you, and either pay the fine or go to jail for a while.
2) Be a member of the Thieves Guild and pay half of the fine through them.

Speaking of bounty: wouldn't getting the rid of it reduce any of my skills or would it have any influence upon how I may be treated by some Guilds (say, DB or TG)?

Not as such. Spending time in prison may reduce your skills; paying the fine will only reduce your wealth. The Thieves' Guild would probably prefer that you were free to steal again.
And the Dark Brotherhood don't care; you're still a filthy MURDERER :mad: :mad:

No, I meant what I said. There is a chance that security or sneak may increase to simulate you learning some tricks from other prisoners, however for each day you spend in jail, you run the risk of your other skills falling, to simulate you getting out of shape / out of practice.

What about this Bounty Reduction over Time mod, then? Does it work?
It says in the readme file that

Well, I've activated that mod, but my bounty still remains the same though I've been roaming around some caves for about two hours now, crashing monsters and pickng loot(trying to be away from guards' eyes in case that matters). Still whenever I checked my bounty amount it would not drop... Does this mod work at all? There are three versions in the archive - standard, unforgiving and mostwanted. I use standard version, because in other two it says that bounties over 3000 do not drop... Is the standart version the same?

If you don't want to pay off your bounty then don't commit any crimes other wise its easier just to pay them off and move on.
