Thieves' Guild originally not about thieves?

I was exploring the old official (http://web.archive.org/web/20030801131940/http://www.eidosinteractive.com/gss/legacy/thiefportal/index.html) Thief site from back in the day, and the screenshots for Thieves' Guild don't show thieves but elite guards. Could it be that the original (alpha) mission was not about thieves at all?

I suspect originally they made the mission about simply breaking into Randall's mansion through the sewers, but if anyone has more info on this please chime in.

Alternatively these are from a point in development where they hadn't made the thief models yet so just used normal guards to test the basic gameplay?
