ok. So i started off in the theives guild and I have been doing the Independent Theivery quest. I made it to 50 Gold-worth of stolen goods and Ongar the World-Heavy says that i should go back to Armand because he might have something for me. well, i go back to armand and he just says the normal stuff. do i have to do that one Untaxing the Poor quest to make its work?
the same sort of thing is happening to me in the Mages Guild, too. I think its the one in Chorrol. The guildmaster is the male Argonian. anyways, i asked for a recommendation and he gave me this quest, Fingers on the Mountain. i did the quest, and now recomendation doesnt even show up as a topic when i talk to him.
on both of these, is there something I'm missing?

For the Chorrol Mages' Guild quest, did you steal the book back from him afterwards? There's a bug that sometimes stops the quest working if you did.
For the Thieves' Guild question, I understand there is a bug where you might be given the special mission before speaking to the Doyen sometimes, which is what appears to have happened here. Try doing the Untaxing The Poor quest and see if this resets itself, or reload to before you sold the goods to Ongar and try again.
