Hmmm... probably you simply did not find the exact angle/position for lockpicking.
It's not necessarily a multiple of 45°, although I used to believe that myself as well still a few years back. :p

Can't believe how I totally forgot how to use the lock picks! I forgot that you're supposed to move your mouse cursor to pick the locks... well, it IS a long time after I last played T3 FM/OM, I've returned to T2 FM quite fast (9 years ago, or so).
Thanks for reminding me the facts gnartsch :) I had a feeling I'm forgetting/missing something, but couldn't quite put my finger on it.

I cannot find the golden Gavel. I read the letter with the hint but am still not able to locate it.

Here's how to do it.
Find and use the button between the two tables on the stage.
This opens up two panels in the walls just off the stage, before the archways, opposite each other.
Use both of these buttons before the panels close, or else you'll have to start again.
Using both of these buttons opens a trap door at the back of the seating area, watch for the illumination of the light on the back wall.
If the light goes out before you get there, you'll have to start again.

I am playing on normal an arrived in the warehouselevel. I finally got to the ship, but I am short of loot 48% and 60 needed. I cannot open any door. I see some loot up in front of the wheelhouse but cannot get to it. I have not found any lockpicks. I also found the liferaft that was not covered. So how do I proceed from here?

Sounds like you just need to complete the loot objective.
In the streets there is a water-less fountain with a tree in it, look closely at the upper platform for a nugget.
In the streets leading up to the cargo loading area are two fenced off areas. There is loot in both which you access by climbing over the fences.
Look in the crane driving bay.
There is loot on the end of the crane, where the hook is.
Check the corners of the swimming pool on the upper deck.
Check the serving areas of the ship for concealed loot in amongst the other ordinary goblets.
The loot you spotted on the window sill outside the wheelhouse can be got by mantling up to the walkway on the sides. It looks impossible, but if you position yourself just right, you will mantle over the railing (If I remember correctly).
Once that is done, just walk onto the uncovered row boat to end the mission.Long Finger on 13/7/2013 at 19:31

Make use of it...
and you get access to some area that was locked before
