I can't understand why people would choose giving up fog in order to get a better sky. In missions with good use of fog, it COMPLETELY RUINS THE MISSION to have fog missing. With crappy sky, you quickly get used to the 8-bit colors and it almost looks "stylish" after a while, so you're missing very little.
I've been playing Thief since it came out nearly 10 years ago and I'll take good fog over good sky any day.
Fog not only adds massively to the atmosphere when done right, it is also a gameplay element! ( Where am I? Can I see the enemy? )
Stars are first and foremost eye candy - not that I have anything against that, but if I have to choose between the two I'll always decide for fog.

Update on my contact with nVidia support - today I got the following message and I am not sure how should I understand it:

Humph, sounds like the usual brush off to me, but in case it isnt get SmithPD to draft a response for you.

I got a standard response from Support:
"Thank you for the information. Your case is being escalated to our Level 2 Tech Support group. The Level 2 agent will provide you with a suitable answer. Please be patient and a Level 2 tech will contact you at earliest."
I think someone on this forum got such a response already and then noone contacted him.
I am one of several who received such a response.

Hmm.... So is that level 2. It is farther than I got, but I am not impressed. It is not a "suitable answer." It's a stupid answer. I agree with Biker that it sounds like a brush off. Of course you would want to share this with others at Nvidia. That is why you reported it. What is he thinking? I might respond something like,
"Sure. I would be pleased if you would share my input with your team members. Please tell me if you or they have plans to resolve this issue. Will I receive another response after your team members look at it? Would it help if I were to send you further information, such as screen shots?"
Maybe then (and maybe not) he will interpret his cryptic message.

You don't have to give up either one. You can have two EXEs and run the one you chose. If you have a DX-10 card, then you have to accept totally crappy rendering to get your fog. It is not just better sky for those folks.

Before I read your suggestions I wrote a reply, but I think it is quite similar to what you suggested here.

Hello David,
By all means, do share my input with the rest of the team. I sincerely hope that the issue I raised will be given attention and remedied. Please contact me if there is some action regarding this issue or if you need further feedback from me.
The response I got:
Quote:
Sounds good. Please periodically check our web site for news and updates.
Best regards,
David
This seems like a standard "we will (never) call you back". They did not close the issue so I can still reply. Any suggestions as to what should I write back?

How about this?
Kindly tell me how I can determine, by inspecting your web site, whether you are working on this or have achieved success? I would prefer not to install all your driver versions while hoping. Can you give me some notice?

I replied in the following way:
Quote:
Dear David,
Thank you for your involvement in what I hope is an attempt to resolve this issue.
Could you specify how I can determine whether you are working on this or have achieved success? Will an information appear in release notes for a fixed driver or by some other means?
Kind regards
We'll see if anything happens.
Meanwhile I would like to ask which levels (apart from rooftops) also feature fog which adds greatly to the atmosphere? I am using the fix so I do not see the fog, but before I applied it halfway through the game I did not see it either (this may be "thanks" to 169.x driver).

"Precious Cargo" — I think it's the best implementation of the fog in original missions.

(spoiler!)

I wouldn't call this a spoiler as it is the very start of the mission.
