I wouldn't even call lockpicks and elemental arrows upgrades. They're tools that allow you to organically change the environment by opening-up new ways and/or remove obstacles (be them AI or environmental). Constantine's Sword is an upgrade in the purest sense though, as is the vine arrow in T2, but their advantages over the regular sword and rope arrow are pretty minimal.

If the protagonist of 4 were Erin (or whatever they'd call her) I could see adding a parkour moveset a'la Mirror's Edge to the toolset as an evasion option, but I'd still want to see discrete unconnected levels based around infiltration/exploration/evacuation and believable/consistent architecture.

Well Brethren, what if you found new tools along the way? Magic boots? Maybe just high jump potions that last for ages.
The hanging mechanic makes absolute sense though, doesn't it? As do quieter shoes.
Chameleon cloth? Turns into whatever is on the other side of it if you stand absolutely still.
There are a lot of kit options one could imagine.

Nay, this is absurd. Your gear should get better thanks to your skill and ability to steel all the loot in guarded place in order to buy the most expensive tools that will give you a little advantage to progress in all the missions.
No need of perks, skills, special objects or any other overpowered cliché stuff that we find in all AAA games.
The interest of a stealth game like Thief are the facts you are weak, you need to be curious and you need to be patient using some tools but most of all, your senses.
The kind of thing that modern games are lacking. No need of backflip or magical object with power or any pointless things similar.

Garrett is not a magician and don't use magic and don't have to use it.
And he does be stealthy in darkness without using any crap like magic boot to be more quiet or jump potion for backflip or even cloth that makes invisible if he stand still. Potions only which are expensive on the market, rare and which works once with a short delay. So your ideas are the less "Thiefiesque" (if I can invent the word) ones ever. You're talking about Thief being a RPG, if it's so then you should know that Garrett must be not a munchkin or else the game lost all his interest.

Did I said ONCE time Thief was not a magic universe? Did I said ONCE time magic don't fit in Thief?
No! I said, Garrett don't have to use any kind of magic for gameplay purpose in a Thief game. The only kind of "magic" that Garrett can use are the elementary crystals and the potions. Simple effect to help but it never remove the challenge.
Also No, No, No and No, we don't set a game with an easy win opportunity with the idea "if people don't like it, they shall not use it!", a game need to teach the player a playstyle with it challenges and get sticked to it or else the game will have no identity and looks like nothing but a random generic game that people will play once and forget forever. This franchise is not like this and should not become like this. The Reboot made by Square Enix did it already, it should be not continued.
When I'm reading the amount of crazy things you're saying I'm even wondering if you have ever played the original Thief games...
The Thief you seem to desire looks more like Batman in the City than Garrett to me.
As for Equilibrium, excuse me sir, but first, what's the point? Secondly, once again, you seem to live in another dimension because I never heard that people were hating this mission.
But why am I arguing after all? I can see you are talking for one purpose : not to discuss and see what's right or wrong with a reboot or how a good reboot should be but trying to convince the world you are right even if you are all wrong, skipping what people says or not reading post entirely and then obviously answering something that have no sense at all since you have no idea what the other is telling you. You should do better...
