Well, if they rebooted Thief wholesale they probably couldn't use Stephen Russell unless he can make his voice sound like he's 30-ish again. If he can't, with better writing and direction Romano Orzari really can do a good Garrett, I think.

I am curious to see in this community a poll to see what is more wanted a thief 1 reboot or a thief 4 continuing from thief 3
if i was a betting man i would guess thief 4 would hands down be the winner,but that is just my single opinion as a human bean from planet earth.

I didn't say it was a branching tiered progression system. I said a new Thief could have that.

The Sword. Not the sword, but The Sword. I think you forget the game. This is mission 7 and you get a sword that does not increase your visibility if you draw it in the dark. Thats an upgrade from the one you have in the first 6 missions and if you can't see that honestly I can't help you.
I know you don't earn special arrows, but they aren't all available from the start. So progressing through the game "unlocks" them.
This is all huffing and puffing for nothing though. You're just being argumentative.
I'm talking about having a system something like this. Let's take the suggested Incapacitation track. In my vision you start of with the blackjack. It knocks people out but they fall to the ground. It does have a bit of range though. If it's hard floor it makes a bit of noise. You can add Incapacitation skills, like a sleeper hold (non-lethal) or a garrote (lethal). Both allow silent incapacitation and post-incapacitation holding the target so they don't fall and you can drag them away. Both have a much shorter range than the blackjack though. Sleeper would take longer and of course you can get the non lethal bonuses. Garrote would be quicker, cause an initial gasp of limited volume and range and also (because this is a wire garrote for gameplay purposes) spills some blood, which may be noticed.
Movement skills could branch between speed and agility. Slightly faster crouch walking, limited wall run, run and slide ability a la Batman Arkham Asylum so you can quickly get back into the shadows (a bit like in Thief 4 actually), hang and spring of walls to a silent landing.
That's the kind of subtle branching I'm talking about.
The important thing is that none of these should give you access to areas you can't get to otherwise, only allow for different paths. We already have limited arrows for that type of thing.

As to Thief not being an RPG - it is ALREADY and RPG.
You play a Thief class.
In many ways it's a purer form of RPG than something like Skyrim. In pen and paper RPGs the R part isn't just that you're using stats, it's that YOU decide how your character acts.
But this is splitting hairs. I'm really not concerned about definitions (I'm not a ZB robot) but about what direction a new Thief could take.
I think you can still make it a hardcore stealth game and add a skill tree.

Or you can gate areas behind certain tools, metroidvania style. Much more work, but I'd prefer that to stats, tables, and all that.

Probably not, and yet anything can be RPG if it's about playing a role, IMO. It's just that stats and skills remind you more of a conventional RPG. I'm using RPG tag rather loosely and where I feel like it, so it's probably not the best taxonomy ;)

See, BAC is described as an Action Adventure.
It has upgrade paths though, so arguably some RPG elements.
I don't consider these RPG elements because they are largely discreet abilities, not stat changes (though the armour is stat based).
That's what I mean for a new Thief. Abilities, not stats.
