Tragically, yes. From what I have gathered from this very Forum is that they rejected Stephen Russell as voicing Garrett because he is too old to do the vigorous 3rd person motion capture sequences while lip syncing his own speech clips. The fans are pissed (myself and Dia included), and have launched a petition to free Stephen Russell! Or, something to that effect.

more than fast enough. The GPU however is
not. Sorry to say, but that 620M is a horrible gaming chip, especially if you have the 64-bit version. Check with (
http://www.techpowerup.com/gpuz/) GPU-Z if you're not sure about that. The 620M is basically the same as the Geforce GT 430. a low-budgetcard from three years ago.
It's processing power is 240 GFLOPS, vs 1840 GFLOPS on PS4.
It's memory bandwidth is 14.4 GB/s vs 176 GB/s on PS4.
It's memory size is 1GB vs 8GB on PS4. (although I suspect 2GB will be enough for Thief4)
You do the math. It's barely fast enough for current games, so I don't even want to think about how next-gen's Thief will run on it. 640x480 at minimum settings if you're really really lucky.

They said they do a full capture; motion, face and voice. Whilst I agree that SR could still have been used they didn't say he wouldn't be able to lipsynch, they said his physical abilities don't match up to what they need.
Not thats a crock if you ask me, and there is no reason why they couldn't use his voice because (as other people have said) he's a voice actor. But it's still not about lipsyncing.
This is the difference between jtr-crew (which includes you) and the sensible people on here - although we often agree on something (Russell, 3rd person, not turning Thief into an action/assassin game etc) SensibleCrew like or dislike something based on the facts, based on reality. You twits dislike things for what one can only describe as mystical reasons, which is another way of saying stupid reactionary bullshit.
