The next generation of consoles will likely have slightly better graphics, but will mostly impress you by slapping you right in the middle of an actual huge battle filled with thousands of little characters running around chopping at each other.
It'll probably be about the same thing with Thief. The graphics will be slightly better than what you'd get on the PS3/360/blah, but it could have The City filled with tons of people walking around on the streets and alleyways doing their thing. The few screenshots we've already seen kinda point towards that.
Definitely, the next gen is focusing more on AI and map size than in the graphics details. Still a good thing this game uses UE 3, either way we would need a War machine to run this thing

I just remembered someone mentioning that one of the next gen consoles about to come out (PS4 I think) would have 8gb of RAM, so if Thief 4 comes out on it you might need 8 GB minimum for the PC - though I think console memory is lower than what you need for PC (X box had 64 MB, but X box games on PC need much higher memory to run: Thief 3 needed 256 on the PC).

I ran Thief 3 in my old pc, which had 4 gigs of ram and a 256 MB video card, and it still was pretty choppy - not the end of the world, but just enough to be annoying

I think I had 4GB RAM as well, but I had a 500MB video card. It wasn't choppy, but the loads were really slow.

I don't think there's anything to do about the load times. I have a really fast machine now, but the load times are still just as slow....

Yeah, that will definitely help. I got one with my shiny new PC, and oh boy does it make a difference. I've yet to play anything that takes more than 5-10 seconds to load. Practically, it also loads pretty much anything SO much faster, including windows. So booting, 3DSmax, matlab, labview, you name it - boom, done. Very, very much worth the money.
