I think with the original Thief, tile is so loud for mostly game design purposes. They probably decided that with their art style, tiles would appear the least frequently and would provide some gameplay challenge when they were appropriate to use. In my personal experience (real world) from quietest to loudest, it's more like:
Carpet > Stone/Brick/Tile > Wood > Metal walkways
Because when the wood creaks it obviously is way louder. Which I think would provide some really interesting stealth gameplay if you could aim your footsteps. Imagine having to step on the joints where the hardwood pieces are more firmly attached.
So I think there are some arguable points for making tile less loud, as long as there are still loud surfaces in the game. All though let's be honest, they probably just completely screwed with the formula and made every surface too quiet.

Oh, I'm not saying it's definitely between the two, I'm just looking at the speed he's moving when not swooping, assuming he's moving more or less at optimal speed, and saying he's moving at around the same speed you'd be moving on stone / wood. If stone, he could go a lot faster except for when he is pickpocketing the guards. If wood, he wouldn't be able to get quite so close to the guards moving that quickly.
Or maybe he's just creeping around at that speed because it looks stealthy to the audience, and my entire analysis is bogus! But if that's the case, there's no way to guess how loud the textures are ...

@jay: I'm certain I've seen that trailer before but didn't pick up on the bit about ghosting.:o Go figure.
But hey, if EM is a large studio and the presenter is either A.) not heavily involved in the production process or B.) A marketing guy, then I can understand him not knowing what "ghost" means. All I'm saying is, I can see how he wouldn't know what "ghosting" is.
But he should know what it means, and based on his response it sounded like to me that he knew what it meant but just wasn't familiar with the term itself. Either that or, as you said it, "he's just trying to think for other people who might not know what ghosting is in the context of Thief games." (In a weird fashion that makes us speculate what he really meant.)

Brethren, I just remembered the information about movement speed we received a little while ago, about crouch movement being basically silent. So yeah, my speculation in earlier posts is wrong. Nearly silent crouch movement tells you nothing about how loud the textures are.
My concern now would not be the loudness of the textures, but the speed at which you can crouch move. I wonder how often I'm going to want to move faster then I can crouch move? It seems like it should be fast enough for most purposes.

Also, the person in the audience didn't seem to like Garrett speaking at all, but then again it's hard to really tell if he's just complaining about tutorial VO or Garrett "talking to himself" in general. Personally, I liked hearing Garrett talk in the old games. Makes you kind of connect with the character more I think.
Outside of mission briefings, he really didn't say much during missions and if he did, it was short and simple. This iteration of Garrett seems more chatty to me.

Watched the video again and he talks a LOT, not cynicism but a lot of hand holding dialogue. ALSO is it just me or is the whole sound thing not a thing. I have not seen any video that had distinct sound over the various environments Garrett traverses.
