Of course there are risks. You could fry the card with static, slip with your screwdriver while removing the cooler and damage the board, get conductive thermal paste between pins (if you use that sort) and short them out or forget to connect the fan up again.
All it needs, however, is to take a little care and patience and you'll be fine. I've changed and renewed heatsinks on lots of CPUs and GPUs and never had a single failure.

Besides, I actually don't even have money for a new videocard, sadly.

Lotwutman has already tried replacing the drivers, what he needs his geek friend to do is replace the heatsink paste.
