You can read it any which way. Hray - there's a good chance it'll run on whatever system you have. And maybe EM were waiting for Sony and Microsoft to publicly nail down the specs of Xbone and PS4 before deciding whether they can make a good job of it simultaneously on both generations? Maybe it's all good. But on second thoughts I'd be massively surprised if they hadn't had a ps4 dev kit floating around the office for quite some time.
There's enough flux going on in Squenix and Eidos Montreal to wonder if they really know which way they're pointing and whether they'll fumble this one.

Old news.
Does raise some concerns though since they initially said it was going to be awesome because of some next gen stuff that allows blah blah blah and which they won't have now.

The lack of info is the thing.
It might be that they didn't get their PS4 dev kits until late in the day and we should be patting them on the back and shouting hoorah at getting it all running in time for E3, and maybe they really did need to wait until June/July to assess whether they'd be able to run okay on both generations. Until they learn to talk freely with their fan base, we'll never know and we'll wonder what they're not telling us.

It's a wise decision. Now they stand a much larger chance of at least breaking even on their expensive, 5-year development. They expected to make a lot of waves at E3, and Thief 4 sort of went up like a fart in church. A lot of news outlets were predicting Thief 4 would make a huge impact, but it just didn't do much. Especially compared to the resoundingly positive reception Deus Ex: Human Revolution received when the first trailer was shown at E3 2010.
Sticking to next-gen exclusivity begins to look more and more suicidal as public indifference continues to mount, so they made the right call.

Am I missing something with these dogs? Is this really such a big deal? "Do we have the technology here at Eidos Montreal to bring dogs to the current generation?" What exactly is so next gen about having AI dogs?

It's a joke. When the PS4 and XBONE launchtitles were revealed earlier this year it turned out that a surprisingly large number of them featured dogs, which led to a lot of joking about next-gen dog-tech. ;)
