Damnit, I was going to post that link. You beat me to it:p
But now we have an official answer. It's not because he was "busy', it's because they decided to not use him. I find their reasoning a tad flawed, but I admit I don't fully understand the impact 'full performance capture' has in this case.
Also, I wonder what Russell's opinion on the situation is.

Darn, you've beat me to it as well.
I could understand their reasoning, especially the clinging to nostalgia for nostalgia's sake... But then again, look at a certain character I've already mentioned in passing a few minutes ago. Irrational created her as a composite of three different women actors. Though I admit Eidos Monty might not have the same amount of resources for it. But still, they could have taken the risk.
The biggest problem is that Russell's vocal portrayal of Garret has become too iconic and too ingrained in the minds of the players. Which is good, but also a disadvantage : Since Garrett has so far never been officially voiced by anyone else, recasting him with a different voice actor causes quite a disconnect with those that got used to his voice in the series' previous installments.
In any case, if they've really finalized the voice cast, I hope the actors do well and put up a convincing performance. I am genuinely wishing them the best in this regard. :thumb:
My biggest concern is whether the new actor will capture Garrett's typical attitudes accurately enough and whether his accent (he seems to have a... I dunno, slightly Quebecois one ?) won't become jarring when listening to it for a prolonged amount of time.

Hmmm, pasting an actors voice onto movements someone else did prevented them from using Stephen? That's inane. May I point them to Bioshock infinite? Face, voice and body of the Elizabeth character are 3 different people. Stephen is a professional, if they needed Garrett to sound a bit younger he could do it. It's not a matter of 'nostalgia' as they seem to think, it's rather that he IS the character. He made the character.
:( How utterly disappointing.
Ten years ago, I think everyone would have burned down the internet if this happened...yet today everyone is ready to roll over and just give up. If I knew people had my back, I would start something up to try and get them to reconsider.

It's an excuse. If Stephen came in to loop that dialogue, he would be able to match the physical performance...because that's what professionals do. They saved some money, that's about it.
Of all the things to screw up EM.

It sounds a bit like what they did for LA Noire, where they had all the actors come in and actually act out their scenes with each other, then ported the results ingame.
Upside: much more realistic NPCs, far more natural looking facial animations, and better choreographed cutscenes.
Downside: No Stephen Russell as Garrett, it seems.
It sounds more like an artistic decision than anything. There's absolutely nothing stopping them from using his voice alongside someone else's stuntwork and motion captures. It's sorta like Pixar not being able to get Craig T. Nelson to play Mr. Incredible because he wasn't actually capable of picking up a bus.
Weird, but...their call.

Do it.
Of all the things we moan and argue about, I'm pretty sure we're all united in wanting him back.
