Thief[4] will be awesome because of the return of see-through glass! Window panes that cut sound (maybe, if sound propagates this time) but not lines of sight, are welcome! If T4 has stained glass and frosted glass, I hope we can see silhouettes through them this time, too!

Yes, that is a very atmospheric effect I'm looking forward to. That's something that has been missing in TDM so far...see-through glass wasn't able to block sound. Thankfully grayman has fixed that problem for our next release.
I'm quite looking forward to the idea of hiding in smoke and fog, which T4 seems to be adding.

Contrast. It allows you to give the appearance of a dark environment while still allowing you to see things reasonably clearly because you can have fog as a light background to provide contrast. It's why James Cameron goes nuts with the dry ice in films like Aliens. Probably trying to avoid one of the problems thief has, which is that it's difficult to play in anything but a very dark ambient environment unless you jack the gamma up (which looks crap). Some people are going to be playing this on tv's in reasonably lit living rooms, and they have to allow for that. Would be my guess.
Here you go: check the interior scenes. Most have some kind of fog or smoke, which acts both as a diffuse light source (refracting other lights) and to provide silhouettes and contrast. It's way of making a scene look dark and moody but still keeping enough ambient illumination and stuff to see properly.

Oh, I thought you meant fog would somehow make the player more visible. Have the devs said something about using fog as a de facto light source?

Nah, but they've said they are using it to enhance general visibility in low-light areas. The rest is conjecture on my part, but it makes sense, I think.

I think I've found the first thing I've actually liked instead of merely not disliked -- the crowbar that is used for opening windows and climbing. I know it's a lot like the axe from Tomb Raider, but it actually fits in a Thief game both in a narrative and mechanical sense. It could even fill in for the missing sword as it could be used to break stuff. Going into a sword-fight with the combat dildo is still stupid, though.
