Ah, I see yet another list of what the game provided per mission is necessary? Coming up! You don't need to be a clumsy player to make full use of multiple ropes, and areas in the game are perfect for placing multiple ropes to get to places and things, with Little Big World exploration only possible with multiple ropes, unless cheating's involved.
Gotta play the games more thoroughly to see what you've been missing! I don't know why you say things aren't there when they are

First mission to include rope arrows is
Down in the Bonehoard, a training mission in disguise as most of Act I in each game is. This list does not include even more items found in the map along the way, but there is one rope arrow to help players escape the pit with The Face (TDP for sure, I haven't checked difficulty level or Thief Gold):

The Haunted Cathedral. I remember lots of stunt jumping to ropes placed across the street, and between beams, and straight climbing up into openings above, climbing out of infested basements... There's a rope arrow in the large burrick cavern, a rope arrow in the booby-trapped apartment around the Mystics' area (a mine set inside near the door), and there's one in the basement room where Gold also has the Fire Shadow.

Undercover provides one rope arrow on Normal only, likely to allow easier access to an area, not for exploration purposes. I used it to get from the floor of the Talisman room up onto the platform before getting the holy symbol and flipping five switches to send the bridge across, but that was just because I could on Normal, and what the heck.

Escape! As you may or may not know (who knows, anymore?), Garrett's equipment's gone, and the player has to find some things first--Garrett has Con's sword on him, but you have to find his blackjack. The player can get a flashbomb, a broadhead arrow (along with the bow, which only appears when G has an arrow in his inventory, heh heh), a noisemaker, his purse, and a gas arrow, before starting the mission proper. The player can find up to two rope arrows, depending on difficulty, and locations change. This is supposed to be a challenging mission, and there are many opportunities to use rope arrows and misuse them.

Strange Bedfellows. There's a rope arrow in the library, and one at the back of the church. They are not too vital, but they can be useful for makoing shortcuts in the first area below the catacombs, with the pit and crossed beams, surrounded by four elemental pagan shrines.

Lots of climbing opportunities, mainly good for practicing, and of course, getting at the one secret area that requires a rope arrow, when not using engine exploits or playing in DromEd and turning off gravity.
