Yeah, it is kinda contradictory. On one hand, you have EM saying it'd be very, very difficult to play the game as a pure melee brawler. That it's something only the most skillful and determined could do. On the other hand, you have dude guy saying that they want to fit the game to everyone's play style so it'll be more popular.
I think the biggest problem with modern AAA game developers is that they all talk like politicians in interviews. They almost always go for those vague happy medium answers that can be read multiple ways.

The game is trying to do too much and catering to every play style imaginable. Despite its focus feature, it has no focus. The new Garrett is a jack of all trades, a master of none, figuratively speaking.

It wouldn't surprise me, since pixel-based material detection was probably not around at the time. Not sure what the excuse would be now.

It depends when he uses the bow. If its a focus shot I'll accept that the power is increased and it'll act like a bodkin and penetrate the helmet. It doesn't really matter how far it penetrates as the force will render the target unconscious anyway.
If its not a focus shot it'd be a shame if it didn't take armour into account, but even then you could argue that it makes little difference; arrows can penetrate armour.
