Thief 3 editor because I believe that as time goes on and we learn its ins and outs, it will be more powerful. Plus, Thief 3 looks gorgeous compared to Thief 2.
And architecture can be done with brushwork, although not nearly to the extent that dromed is capable of.

Hell, the UT2kblah community has been stealing copies of Max and making their own static meshes for a couple of years now...I don't see why TTLG should be any different.
It's an extra bit of a learning curve and all, but the end results should be worth the time spent.
Edit: Oh...I don't condone or endorse warezing in any way whatsoever.

Well hopefully, we won't need to. If Shadowspawn figures out the TIM format we should be able to create meshes in the 3D modeller of our choice.

Until then you could start them in Blender and export them to Max 5.1 in the meantime. I'm sure someone here has a copy they could use to export the meshes to the game with.

Getting close. I'm trying to get a .TIM to 3DS converter going soon, hopefully next week. The 3DS to TIM will take a little longer. But by the time someone is likely to have a real full T3 mission available, I should have that converter done.

I think the point was that dromed is much more user-friendly, thus significantly speeding up construction time... :p
