I am using Garrettloader and nVidia graphic card. I don't have the file you are talking about anywhere. I have Win 7 which has been playing the game without any problems until this just started happening.

Mine is doing the same thing.
It started after the new patch.
Sometimes its real bad, and then sometimes it seems like it went away but then comes back again.

Fixed it.
Throttled "framerate_cap" down from 100 to 77.
(An arbitrary number, but I figure 7's are lucky.)

I guess I spoke too soon.
It seemed to stop that night, but then started again the next night.
(?!)
So I reinstalled a few times, didn't help.
Took a breather and tried again today, after updating my ATI CCC from 12.3 to 12.8, and moving the thief folder out of my programs folder (although that had never been a problem before), that seemed to slow down the 2 second freeze frames from every 20 seconds to every 40 or so.
I also actually deleted the patched .mis and .res folders that were created by tafferpatcher, and it seems to be running pretty well right now, just freezing for quicksaves which it didn't always do but which just fine.
I dont know if deleting those folders, I guess upgraded textures or something had anything to do with anything.
So far so good.
Let me run it around a few more laps and see what happens.
As far as specs,
I'm running XP SP3 on a factory 3820tg i5-m460 dual core.
4 gigs DDR3 SDRAM (3 something with XP of course).
ATI Mobility Radeon HD 5470 w/512 MB,
switched on in the bios.
It should be plenty as far as hardware.
It runs Skyrim smoothly on low settings.
Tried to get a more comprehensive spec with pc wizard, but it keeps freezing at my gpu.
Apparently that soft is very handy when it works, but has an erratic performance reputation.
So here's what GPU-Z had to say:

first - do not mess with the resource files. "it does not work properly, let's delete some files, maybe it will help" is not a good idea generally.
second, your gpu is slow. at this point, I would cleanly reinstall the game with the latest Tafferpatcher, and make sure you don't install any texture upgrade packs (like NTEX). also, disable anti aliasing - edit cam_ext.cfg, and make sure multisampletype is commented out, like this:

Figured it out.
Like you said,
it needed a clean install.
I was installing from a pre-updated to 1.8 HDD image and then having TafferPatcher just apply the new fixed and updates.
It was running okay, but while using TP I noticed that it will do the base game install for you also (I had never used TafferPatcher before).
So out of curiosity I dug out my original vanilla CD's and let TP install them and patch them to 1.8 and 1.9.
Seems to be working fine now.
I even only partially installed Thief by deselecting everything but resource files (constant futzer that I am) and its working just fine.
So long story short,
it really DOES need a clean vanilla install and then just let TP do the work for you.

I'm having a similar problem, but with SS2. I'm using that new make-the-game-run-on-windows 2.4 patch, but no mods or fan patches because it actually makes the problem worse. I've done a clean install twice.
Every now and then the game will freeze while the sound loops. It does this for about 5 seconds. Then the screen blacks out briefly before the game recovers and resumes as normal. Usually this happens while something is loading(?), like I just opened a door or something tried to attack me, but if often happens for no obvious reason. I'm on a Windows 7 laptop with Intel 4 Series Express Chipset Family... not the best gaming graphics card obviously, but I was wondering if there was anything I could do.
e: the hell, just noticed I can't view or edit my own profile, what gives?

That actually sounds more like your onboard video is crashing. Does it do this with other games?
