I had this same delay running T2/TG on Windows 10 (and never on earlier versions), and it also did it when starting/quitting the games or Alt-Tabbing to desktop & back. I run the games at my desktop resolution (1920x1080) so there shouldn't be any graphics adjustment but it did seem like when that happens in other situations. I've read that the graphics architecture for Win10 had some significant overhauling so perhaps this can affect older games in this way.
The simple solution that instantly solved it for me was to run the game executables in compatibility mode --> right-click Thief2.exe (or Thief.exe in T1/G), select Properties, then Compatibility tab, check the box and choose an earlier Windows version (8, 7, and XP all seem the same for me, but I left it on 8 as the most recent).
