I think the city-scape started to look like Dishonored & they came up with the plague idea & costume party a long time before they saw any screenshots of Dishonored or knew anything about its story... Its just where our era is in terms of tech & popular aesthetic.
It looks more like they were already invested with years of work, and when Dishonored came out they weren't about to change too much then just to not look like a clone. (The Dark mod world also had a Plague Ward & Flood Ward already back from 2005; and we've had a lot of T2 FMs prefigure many Dishonored scenarios.)
Thief should of course have different gameplay, and there are differences in the colors & the screenshots here being more realistic (to its credit; I thought Dishonored went a little overboard with the caricature).
I like being in DX:HR's world at least, like I said yesterday. So if Thief realizes a world like that, I'll like it that much...

So? It's been in development for 5 years, and it's been lacking direction and focus for most of that time. It wasn't until Stephane Roy joined up a year ago as a producer that one can say that they finally had a direction to take the game into.
And it's a well-known and established fact that publishers can ask that a game be changed in mid-development after a vaguely similar title gains attention, good reviews and, most importantly of all, good sales. Gotta jump on that bandwagon. Don't think for one moment that Thief is in any way exempt from the suits meddling.
The ironic part is that Dishonored is influenced on Thief 2, yet also goes its own way. Thief 4 should not try to be like Dishonored, which it is. Not like Assassins Creed, either, which it's also trying. It should try to be a modern Thief game, a game that shows the "new boys" on the scene how it's done. I've looked at the screenshots and read the Game Informer article, and almost nothing tells me that this is a Thief game. It's just another old franchise being milked for what it's worth.

TDS, or even just the concepts used in development, introduced the concept of plagues, taking from history, as well as applying it to the undead quarantine:
"After the plagues, the City needed the room afforded by moving the dead underground. This is how the first catacombs came to be. - Historica, Vol. 29"
"Did ya' hear? They lifted that there quarantine. Guess it wasn't the plague after all. But still, don't share hanky's or nothin'. It ain't sanitary."
"I don't want to bother you but...you know anything about this quarantine? I'm scared it's the plague or something...maybe worse. They say...maybe it's zombies! I just hate to think...."
"Hope you washed yer hands. And cover yer mouth if ya' cough. There's a quarantine you know. And I ain't buyin' that zombie ship explanation. It's the plague. Mark my words."

I'm glad that the corruption of the Nobility and the never-seen Baron is getting a focus, as some of us discussed years back, but we'll have to see what direction they take it.

Given Garrett's physical appearance (pale, gaunt, dark circles around his eyes), my guess is that he's contracted whatever this plague is.
Giving him a reason to want to discover the source of it.
Again, just a guess. And I'm sure I'm not the only person thinking it.
