With the scaffolding around the tower, I wondered if it was a rebuilt Clock Tower, should this be a sequel, but the battered roof kinda hints against that, barring neglect due to the plague. I hope there's rain damage, bird crap, and other nice details emphasizing exposure to the elements.
We may be finally getting something that's a big step toward this, though, while still a long way off:

upon closer inspection, I'm now noticing all the ropes spanning across the rooftops. Looks like AC-EZmode thieves highway travel. 10:1 odds the ropes glow blue in focus mode.

I can't tell if the eye's iris is meant to look like plain metal gray if it were in white light, or if there's any tint to it we can't see in that lighting. The TDS eye's iris was mostly gray with a hint of green and made to look just like his other eye, except for the green glow through the pupil. I can't see the interleavings of the original eye's dark blue-green iris in this one, so it looks like they went off of TDS.
EDIT: Cranking up the saturation, it appears green, but the only green is near the pupil from the slight glow within. The iris is actually cyan, but the "field effect" makes it more greenish looking.

oh for heaven's sake
You realize, of course, that ropes were often strung between buildings to hang laundry? Nevermind that this is a concept art picture. Hell, it might even be some kind of communications line.
But no. Worst case scenario, it has to be, because they don't care about us.
