He may be talking in terms of the amount of "action" in the characteristically American attention-span-of-a-gnat sense, where "action" means a play involving a real chance of adding points or involving some sort of clutch. In world football a team could score only 3 goals in the entire game, and maybe another 3 or 4 near-misses ... the rest is "puttering around" with the ball back and forth, if you have that kind of attitude. (I like and played soccer, so I never found it particularly slow myself since I had a feeling for what was going on in those stretches.)
Of course the only way American football avoids a similar charge is because they tweaked the "puttering around" part so that every first-down is like it's own mini-touchdown, so by design it's riddled with clutch plays all the way through.

I'm not so fond of soccer not because only 3 goals may be scored in a match, but because no goals may be scored in a match and still the match would be considered by some 'exciting'. Way too much excitement for me.
I do love to watch Rugby however. Fun stuff there.
