Maybe they plan to keep making money from the game with expansion packs, and FM's would obviously cut into that. It wouldn't surprise me.

You know there will be DLC/expansions/sequels, but I don't see why they can't do that and co-exist with any fan created levels.

That works for Bethesda and the Elder Scrolls games. I don't see why it wouldn't work for Thief as well.
...though SE does strike me as being a little too tight with their properties, and doesn't do enough forward thinking.

Yeah there's no reason that there can't be both outside of the extra effort or resources it might take to make the editing tools community ready. You'll always have people that wont bother with fan missions and will instead buy the expansions - and on the other side you'll also have people that would try fan missions but ignore the official DLC and expansions. You can most likely please both sides by doing both and still make your money back with a profit. Hopefully.

Classic PR stunt. No developer will ever say "never" to something like that out of fear of driving away sales. If, in the end, they never put out an editor, they can be safe in knowing they never promised one.
I'm pretty sure they have no intention of releasing an editor.

Who cares if they don't release an editor.....the game will probably suck anyway, so what's the big deal?
It will probably just make the game die quicker...that may be a good thing!

Yup, SE doesn't have many examples of releasing level editors for their games. Guys from Bethesda are aware that they'll be able to sell many hi-quality DLCs before any fans will do anything like that, and it's not that likely that their work will be on the same professional level, so there's no real competition here. But, they have rights to Embryo engine, so they don't have to pay license fees or royalties.
Making the Thief UE3 editor available for the public will probably require some fees for Epic Games and other companies, plus time and money to work on hardcoding stuff. That's why we don't have too many level editors these days, only the companies with their own technology are willing to release such tools.

I think that the inclusion of some mod tools could make sales quite bigger for EM... if the gameplay mechanics (eg. horizontal and vertical movement) were done right and appealing for those familiar with T1 nad T2. Everything else (the story, the architecture, the atmosphere, the opponents etc.) might be adjusted by FM authors. Many of us would buy Thief just for possible fan missions.
But right now these mechanics seem to be the main reason of concern for FM admirers and creators (Saturnine, DrK, sterlino, etc.).

For this one, you have to wait a bit for the 'good' stuff... unlike thief 4, where there is no good stuff.
