I'm sorry, I missed your mention of
TW3. Nonetheless, I think you're either dismissing a lot of good current game music or you don't know about it. Supergiant Games has fantastic music in their games (my favourite being
Transistor in that respect), as does
Night in the Woods. On the more conventional side, the recent
Assassin's Creed games have had great music, as does
Hitman. The
Persona games have fantastic tunes.
Cuphead,
Everybody's Gone to the Rapture,
Ni No Kuni,
Destiny 2,
Life Is Strange,
Nier: Automata,
Prey,
Hollow Knight,
Dead Cells, the
Uncharted games,
Ori and the Blind Forest - there's lots of great music of all kinds. Perhaps you're just partial to a certain kind of video game music while the range of music and musical genres in video games has increased vastly, which means that your particular tastes are no longer as well served as they used to be.

Yeah, pretty much everything you said. To re-emphasise, off the top of my head, some games in the past decade and a half that had fantastic soundtracks because of hooks: anything by Darren Korb as you mentioned, Dustforce, the original Nier as well as Automata, Katamari Damacy 1 & 2, the Bit.Trip Runner/Beat/Flux games, parts of Darksiders II's OST, and even Vermintide 2. And then there's To the Moon, Valiant Hearts, Remember Me, RUINER, and a ton more. There's always good stuff around, it's just a matter of finding it.
Heck, even if you're hankering for a specific NES-style of music, you're not all that under-served with Shovel Knight and VVVVVV and their kind as of today.

The Witcher 3 is currently 80% off on GOG, so this might be a good moment to buy the game and play it in a couple of weeks when the next-gen patch is out. The GOTY edition costs 10€, but if you're on a very tight budget, you can buy the standard edition for only 5.99€ - apparently the next-gen patch comes with all the DLC in any case.
