I bet CDP spent a damn TON on localizations. They all do sound pretty damn good.
They all sound pretty much the same, save for Geralt in the English rev, who's markedly different from the rest.

I think people just latched onto that sound effect because a) it sounds hilariously ridiculous, no-one sings to themselves like that, and b) you hear it everywhere.
