They are a rather inconvenient group to join if you want to get to them first off, but, while I can't remember myself, unless you want a looong walk, your going to take a series of boats to get there, the name of the place escapes me, but, I know you can figure it out if you go to balmora, find the armorers shop, go downstairs to his lower room, youl find a book called "Joining Great House Telvanni" (Or something like that)which should tell you the name of the area you want to get to, which should give you a basic idea. Other then that, I hate little I can tell you other then it's to the far north of Vvardenfell.....I think...

Go to Sadrith Mora, you can take the guild guide there to the wolverine hall, then go around town untill you find a market underneath a spiral trunk thing with slave pods on it, walk through the market underneath the spiral trunk and on the other side you will find the telivanni council chambers (which is where you join).

You can also see the council chambers from the boat if you look left from the building marking the enterance of sadrith mora, it is the building hanging off the edge of a cliff with a little airal walkway to it.
The reason I'm giving such precise instructions is because it took me forever to find it.

The guy who you get your quests off later lives in a place which is sort of hard to get to (tel vos) so it would pay to have mark and recall if your playing telivanni, and you can get a levitate amulet off the dude's assistant at any time if you do a little quest, of course you need high acrobatics or levitate to reach him in the first place since he lives at a little mushroom at the top a the big tower, if you have high acrobatics you can jump from one of the imperial style towers but you can just levitate from the ground to find it.
