I said this before. Shodan (under the guise of Polito) told you that the "ghosts" are phychic eminations from the
recently dead. I doubt this includes the recently dead-and-resurrected. Besides, if Goggles died and had been resurrected, he wouldn't have woken up in a cryo tube, but in a resurrection station.
There's no way around it; the ghost is simply
not Goggles.
