Well, it's just a theory. Although, considering that much of the end of the game was limited by time constraints, it's a pretty solid theory.

Look at the uniforms.
The ghost who caps himself looks nothing like any of the other dead bodies or ghosts that you find on the Von Braun.
I was working under the theory that Bronson and her team were the security section of the Von Braun, but not attached to the Rickenbacker, and that Goggles was actually assigned to the Rickenbacker, but had to be unloaded at the Von Braun first and thats when things went wrong. Bronson was probably akin to the Sergeant at Arms on the ship, but she was still technically a civilian.
Based on that, if Goggles is your average soldier, then everyone on the Rickenbacker should look like him in terms of gear and uniform. Or at least most of the dead bodies you find on the ground. But no one looks like him in terms of the uniform. In fact, on the Von Braun, there is no evidence that any soldiers dressed like Goggles are lying around dead either. You would think when Shodan/Xerxes hit, some of those troops on the Rickenbacker would have been on the Von Braun Rec deck during their down time.
So either
A) It was some manifestation of Goggles in the Engineering area right near the elevator.
B) Every dead soldier aboard the Von Braun and Rickenbacker was hauled out by Xerxes/Shodan before you woke up. In theory, this might make tactical sense. If there were some human survivors (IIRC, Watts was partially alive, Tommy and Rebecca, and the woman in the beginning who was gunned down through the window, Delacroix for a while, Prefontaine for a while apparently), they'd be better off trying to strip down the gear of the soldiers first. Communications, ammo, armor, webgear, tools, rations, canteens. If Xerxes/Shodan anticipated this, they'd get rid of the soldiers bodies first. But who would move the bodies? The bots in cargo? The hybrids?
C) The designers needed an model with a human character holding a gun, of which you see exactly none in the rest of the game besides your own first person view, and just used Goggles' model because they needed to put something in there.
Occam's Razor.
The simplest answer is C.
