This is slightly old now but ...
The previews are wrong about the bio-mods. There are 18 mods, and 6 mods, with a choice of 3 mods per slot. 1 mod for each slot will be a black market mod.
Although you can't tell from the previews, it looks like the gameplay will have a HUGE shot in the arm. Deus Ex's was riddled with problems, and the new simulation should hopefully be heaps better. Of course, untill we get the thing in our hands, we don't really know.
However, keep in mind that we DO know that ISA has a FAR bigger budget then last time, and has been able to hire a larger tech team without compromising art or design teams. We know they have rewritten nearly all the engine code, which means it will be built for an immersive sim like the Dark engine was, rather then hacking on elements to the unreal engine in an ad-hoc fashion. We know that the AI wasn't started at the last minute like Deus Ex's was, so it's not unbelievable that the AI will be vastly improved ...
And so forth.
EDIT: And according to the latest Deus Ex: Invisible War preview from PC Zone (I think), the game should run at 30 FPS on a poentium 850 with a gefforce 3, but that's the magazine saying that rather then a direct quote, so take it with a pinch (or handfull) of salt.

Don't bother with a GeForce3, just jump straight to a GF4, if not farther. A new gaming rig isn't as expensive as you'd think.

I think it would be fairly easy to tread the line between the guards doing and understanding nothing (DX1) and real life inteligence and security protocols. In my opinion the "ehh must have been a rat" thing is basicaly a bug/design flaw. The guards have to try to search for you. They dont have to be super good at it but they have to do something other then stand around on top of their dead/unconsious buddys and talk about rats. :P
And if it comes right down to it i think even if it were possible to code completely realistic reactions im not sure it would be an insurmountable obstacle. People even in real life are surprisingly predictable.
