so when you go to get keening and sunder and kill creepy mask dude, there's an old imperial guy in the tower of dusk who gives you a coin that gives you some luck to take with you on your quest. all he says is that he's himself. and when i ask other people about it they say "(put his name here), an old imperial? no one like that here" or something like that. i've always thout it was the ol' spymaster in disguise, but i've heard from some other people that it was supposed to be tiber septim. anybody know for sure (or have a pretty good guess)?

Someone in the Imperial Cult temple in Ebonheart will answer to the name, guessing that he was indeed Tiber Septim taken form. One of the many gods you'll meet along the way.

You are refering to Wulf. Apparently he's an 'Aspect of Tiber Septim'.
According to legend, Tiber Septim took on many names (Ysmir, Stormcrown et al), which most refer to as his 'Aspects', where multiple beings made up 'Tiber Septim', or so the legend goes. Now, Wulf probably refers to King Wulfhearth, who (according to the Acturian Heresy) helped Tiber Septim conquer the Empire.
