As most people that steals stuff might have noticed, when you successfully steal something and later on does something that attracts the attentions of the guards in addition to paying your fine all stuff that is not legit on your body gets taken away. Now....how the heck can the guards now what I've stolen previously in other towns and far away. Is this a feature (bug) or is there some kind of explanation for it ? I know I can erase the bounty at a thieves guild, that is not the question here.

Maybe the item has been reported stolen? It's not a bug. Might be removed but it's not a bug.

They take stuff off you that you didn't steal as well. Maybe it was stolen property originally? Didn't think the game would do that but you never know. I've had things taken that were given to me, and also things that I am absolutely sure that I bought.
Basically if you're going to pay a fine, drop EVERYTHING you have (yep clothes too!) in a quiet spot first, then go get it back when you're done.
There's a similar thing that happens if you steal from someone and try to sell them an item of the same type. They claim it's theirs and get you arrested. So once you steal something from someone, you can't ever sell that kind of item back to them. :(

There is a bug related to this, but this is not the bug itself. The manual says that the guards are simply "able to recognize stolen goods" so that is within the scope of the programming, and is an expected result. However, the bug lies in the fact that WHENEVER you steal an item, all items of that type (not simply that one) are flagged as belonging to that person. If you steal a silver staff from Arrille in Seyda Neen, every regular silver staff in the game is flagged as being owned by Arrille. So if you go to Gnisis, and have to pay a fine to the guards, every silver staff you have (even if you have since gotten rid of the stolen one) will be taken by the guards.
