It is legit:
a) you need to reveal the steam code (can only be done, if youre over 18 in age in facebook)
b) download the installer
c) use it and put your code
d) then it transfers over to steam

They're probably doing this to promote Last Light. This deal ends on Sunday (not 100% sure on that).
