That's not exactly true. Data certainly evolved over time, and so did Worf and Picard. The rest of the cast remained relatively the same, though.

Yeah, I agree with that, story arc isn't necessary for character development, although I do see how that also could be beneficial.
Again, I'm not against story arc series, but do feel that they pose far more problems for the production team than single episodes set in an established world.

Yeah, I see where doctorfrog is coming from but I disagree that Picard in season 1 or 2 is equal to season 6 or 7. There was pretty significant growth and complexity in the characterisation as it went on, small, but still there.

Eh, even Data could get annoying every once in a while. Now Q, he was a class act for most every episode he appeared in.
Except for Qpid. Ergh. Fuck that episode. With a rake.
