Yep.
I have a GeForce 5900, and I get all those cool effects, and my brother with his GeForce4 can't. And apparently the dynamic lighting is heaps better too.
The "heatwave effect" is also used on all glass windows in the game, to give a "wobbly" effect that you see when you look through glass because it isn't perfect. As you move, it really looks like the glass is distorting your vision. Someone on the Dark Mod tweaked this effect for those fancy mottled stained glass windows you see in Victorian themed things.

Doom makes some funky choices about what it should and shouldn't render based on the performance and specs of your hardware. The traditional setup where you get to pick individual video settings from an option screen has been done away with in favour of a simplified 'intelligent' system. You might be able to turn some of those render effects back on by tweaking a .cfg file or entering commands at the console.

That new Builder Guard looks rather camp in his knee high boots, pink skirt and 'defiant feminist' pose. Also that armour is a bit too 'high fantasy'. Things need to look as real as possible, as the Thief universe depends on that felling of reality for its gritty, mud under your nails atmosphere. However, the general quality of the work so far looks of an astoundingly high level. :D
