Agreed, very nice idea. It will be much nicer to have that based on area instead of having to make individual AI neutral in such areas.

While sponges might sound neat there are some problems with the idea.
Some authors limit the water arrows available as a method of increasing the difficulty
for example.
It would be nice though, seeing a bunch of water but not being able to extinguish a torch always seemed wrong somehow to me.
