You should just write 200 words about the legal ramifications of underage drinking, don't touch on the health aspects at all. If you want to be really cheeky, do some research and provide some compare/contrast stuff about arrest rates and alcohol related fatalities in countries where the drinking age is 18 and where it's 21. Hide your thesis, but have it boil down into an argument for lowering the drinking age.

I keep seeing similar shirts being worn by underage people (drinkers or not) and I don't think they've ever even been notified for doing it, not to mention to be forced to write an essay. Then again I never went through a school with anykind of uniform rules, but hell, that's just stupid. Oh well, this makes me angry anyway.

¡PURE GOLD! Mah, we've never ever had any problem with what you wear in class here, but we're a pretty relaxed country. You used to be able to get in trouble if you disrespected people directly, but that's all, and I think it's the right thing to do.
