What sorcery is this? What I get from this is that "hate crime" is a special kind of crime consisting of "rhetoric" and punished more harshly than regular crimes... Well that makes sense. I can see why (https://www.youtube.com/watch?v=JeTxDOR2bao&t=194s) that's not considered a hate crime then. He was only tortured after all.

Also a special toll-free hot line launched on November 15 and has received more than 400 calls since!!! And zero before it launched!!! Well that's a definite rise in something.

What's not to get?

Crime's down overall, continuing a trend that's been in place since the early 00's after it hit its peak in the 90's. But there has been a recent upswing in hate crimes, which isn't prevalent enough to skew this trend back upwards, but enough to be concerning in and of itself.
