It wasn't just the naked breasts that caused the re-rating, although this is what many people focus on as it's just ridiculous (OMG! BOOBIES! IT IS TEH END OF TEH WORLD!!). The ESRB also suddenly noticed the high amount of gore (rotting bodies and the like) in the Oblivion sections of the game and some of the material present in the Dark Brotherhood questline. And it is this that really prompted them to re-rate the game, although the naked breast mod probably caused a bit of a knee-jerk reaction after the "Hot Coffee" incident.
ESRB claimed that when Bethesda sent them a preview video of the gameplay that none of this material was included, so they gave it the T rating but later when someone actually played it, the more objectional material came to light.
The breasts thing is really all a storm in a D-Cup.

I'm surprised Oblivion wasn't re-rated for featuring dead babies.

I don't understand why these people go haywire over a downloadable nudity mod. Both the developer and the downloader are OK with what their doing and it's not like their forcing it on anyone, so why is it a problem? The crazy ESRB people need to stop trying to tell everyone whats best for them I think.

Actually, I just installed two separate mods for Oblivion to make both females and males completely and utterly naked. The two mods both look really good (in a non-gay way, when applied to the dudes). I only installed 'em because I hope to find a spell to remove peoples clothes and then have entire cities walking around naked.

But that would mostly sure mean becoming a criminal. A wanted one, no doubt :D I got one of such mods too. The only thing it does not do is take the armor off guards. But I've found another mod to do it - pity it requires 100 destruction which I don't yet have.:(

a reaction from the esrb ppl on nude stuff is pretty logical: they can't blame violence as much as they did before on games (they still do, but hey at least it's always proven it's not the game that masacres 5 victims) so stick whit the nudes 'cause there's bound to be publicity
honestly I just think that shouting out like an idiot about this and that is just a cheap lousy way of trying to get attention. I bet not one of of those esrbs mind playing oblivion whit this mod at least once, because curiosity just begs for it.
