You know Tuco, if you you really want to make him an NPC you could always go into the CS and make a plugin. I'd be happy to try it out (And kill him, heh.)
The best moment in the game for me though... *whistles* I'm not really sure. I've looted a vast number of caves, shrines, tombs, etc. I've robbed all the vaults and killed the toughest opponents Bethesda has thrown at me. But the best part in the entire game would definately have to be the first hour (I'm being modest, it might be closer to 5 hours) that I first played. It was when everything was unknown, when I had no idea what was out there waiting for me. Everything was great back then. Except the whole 'running-at-1-mph' thing.

1. When I upgraded my graphics card to a spanking new one that could handle pixel shading. First thing I did was boot up Morrowind and go play in the Odai river during a rainstorm for about 20 minutes. Best water effects ever.
2. Taking out the Bad People Balmora Council Club Camonna Tong in one fellswoop. Me vs. all them at once. Me won. w00t.
3. The first time I managed to pilfer the Hlaalu, Redoran, and Telvanni shrines one right after the other. In that same vein, #s 4 and 5...
4. Getting 100 Sneak. I felt like I could go anywhere and do anything.
5. Making my first million gold. I felt like I could buy and sell Vvardenfell if I wanted to.
6. The Azura cutscenes were good times.
7. Being a vampire and a werewolf were both cool for about 10 minutes each. Then, less cool. But those first 10 minutes were great.
8. Completing the Sanctus Shrine quest. That was oddly engrossing for me. I realized half-way through that I (that is, me, the guy sitting in a room playing the computer) had stopped taking, or making any noise... and that I was holding my breath.
9. Hearing Vivec's and Dagoth Ur's different takes on the Battle of Red Mountain... they both felt like very real people during those two conversations.

I'd have to say the best is:
1. when you open up the doors to the vaults in vivic and the guards walk out, you just close the door behind you and don't have to sneak at all.
2. when you wear the yellow colored santa hat looking thing
3. running at 300 speed
4. Getting enough $$$ to have an 100% constant effect chamelon item
and the best....
I think when i helped that guy up by Vos to find his wife. His wife was going to be sacrficed and i went in and railed on everyone. Felt like i had done my good deed for the day.
oh and killing everyone in a town, "let the bodies hit the floor'

I'm working on a Total Conversion mod that will have full roleplaying actions done in the text, and constant approval rating changes for every little topic you bring up. Like this:

That total conversion mod sounds very interesting. In fact, anything that makes the dialogue a bit more lively will have my support.
