Nyago Starr. Seen some people react to this but they miss the puns.
Ringo Starr => Nyango Starr, because he's a drummer.
Ringo means apple in Japanese, so an apple who drums is already a pun, but they couldn't just called him "Ringo Starr" so they needed another twist, and added Nyaa, which means "meow" to turn him into an drumming apple-cat.
And no, unlike what most of the Youtube commenters believe, this isn't something where a kid's performer is going off script. He's a mock-mascot backed by a town known for it's apple industry, so basically being a silly incongruous thing is the point as it raises the profile of the town.

One of my favorite current instances of this phenomenon is the English version of (
https://www.youtube.com/@zunda-theorem-en) Zundamon's Theorem math instruction channel, which started up this last year (translating the Japanese version videos, which have been going on for a few years I think). I can't tell you how much I love these videos.
But the two key things to note is that (
https://vocalsynth.fandom.com/wiki/Zundamon) Zundamon is the familiar (for which they use the term "mon"=monster, like Pokemon / Pockect Monsters) for (
https://vocalsynth.fandom.com/wiki/Tohoku_Zunko) Tohoku Zunko (originally her bow IIRC, but this is her anime girl form), and Zunko herself is the anime girl form of zunda-mochi, which is the main product for the Tohoku region, which was the region impacted by the Fukushima disaster, and Zunko serves as the mascot for the Tohoku region.
Then Zundamon's sempai in these videos is (
https://vocalsynth.fandom.com/wiki/Shikoku_Metan) Shikoku Metan, which is the anime girl version of the Shikoku region's methane deposits, making her the mascot for the Shikoku region.
And you can usually see the product reflected in their clothes and accessories. Zunko and Zundamon have the green and white colors of zunda-mochi (zunda is a green powder made from dried edamame peas, reflected in Zundamon's hair, that they put on mochi, sticky rice snack balls, in Tohoku), and Metan has the red and blue flames and black and white smoke of burning methane. And of course these girls will have their own personalities and backstories; a lot of them go to high school together, and there are siblings and friends, etc.
So here's a little history: After the 2011 Fukushima disaster, there was a campaign to try to bring tourists and industry back to Fukushima & the Tohoku region. So it created a mascot to lead the campaign, because by that time, all good campaigns have mascots, and of course you're gonna make the mascot after what that region is famous for. But once the Zunko campaign worked so well, all the other Prefectures started getting their own mascots. The one for Kumamoto Prefecture (kuma = bear, moto = origin) I think became the biggest, (

As we have here, Nyango Star is mascot for a town in Aomori, and Aomori is famous for apples / ringo, and you explained the rest (the link to Ringo Starr) from there. But that's for a town. Then these regional mascots started taking on another life when the regions released sound synthesis systems over software like UTAU and Voicevox, which allowed content makers to make videos using their voices and art, which had channels building around them like Zundamon's Theorem & other channels for all kinds of things.
