Joe Green? Not that I can find in the missionscripts (you get a goal completed though). He is a douche though, and as I recall there are basically no downsides to offing him: if you kill him before meeting dowd you also stop that annoying shady guy sneaking up and trying to kill you.

Dunno, rubbed me the wrong way. Been a while since I played the game, but I seem to remember him the way DDL described him - a douche.

There are a few circumstances under which a dude shadows you (possibly the only incidence of orders=shadowing in the entire game, which is a shame: it's a fun state - follow the player unless the player is looking at you, then pretend to be wandering aimlessly until the player looks away again). When this dude sees you talking to Dowd, he generally attacks.
According to the missionscript you have to have either told Jordan Shae about Dowd and not killed her, or told Joe Green about Dowd and not killed him. So if you're really murderous or not keen on giving out Illuminati secrets, you'd never see him.
Also, state shadowing isn't entirely bug free, and so even if spawned he might not get close enough to attack before the normal MJ12 attack thing happens.

Wow. Yeah, I'm pretty sure I never triggered that, despite dozens of playthroughs. I tend to mostly just ignore Shea and Green...
