I'm so sorry, I've been meaning to check on this, but things have been a bit topsy-turvy this week. One of our dogs died, who was a very special member of the family, and things have just been wrecked lately, like my brain. I go to work in a zombie-fied state, do my job, and come home. This has been the most painful loss I can imagine, and it's taking much longer to come to grips with it; but, I should finally have some time tomorrow to check on things. A broken wi-fi problem hasn't helped things at all, either.

Ok, finally got to test this out, and my T2 game and T2 Dromed installation folders are still working fine, no issues that I can tell. Launched both and played around in them for about 10 minutes and didn't encounter any problems.
Which is what I would have expected, since I installed those over a year ago and then moved them to their own separate directories manually. Neither require Steam to be open and running, they just launch fine for me.

The only Steam related file I found in the installation is a file named "steam_install.cfg", and there only seem to be links to the root folder of the game in there, so, that shouldn't affect anything when copied from the Steam folder.
Edit: Could the "install.cfg" file be a problem? I see that there are links to the steam installation folder in there.
I would think that is a good place to start. Sounds like you may have to manually edit that file to point to your secondary install location.. maybe. Just a guess though.
If you need me to, I can open up mine and see if that file exists and what it's set to. Honestly, I did so many things back a couple of years ago when I set this all up, I just can't remember all the steps I went through. But it's still working, so I'm not touching it, other than to use it or check something for you; I'm just not changing anything, unless I have to.

It seems as though it was Steam shutting down their 8.1 support. everything is working fine now on Windows 10.

Glad it's working for you.
